CHCS Philosophy

Compliant Health Care Solutions (CHCS) was founded by Betty A Hovey, BSHAM, CCS-P, CDIP, CPC, COC, CPMA, CPCD, CPB, CPC-I.  Coders, Auditors, Physicians, Other Providers, Clinics, and Facilities need assistance in navigating today’s health care environment, especially when it comes to coding and compliance.  CHCS’ philosophy is to offer every single client extraordinary service that is customized to their situation.  No cookie-cutter answers here.  Each person, practice, and situation is unique; so is our response.  We are honored to partner with every client we serve and will continue to show it for the long haul.

Betty A. Hovey

BSHAM, CCS-P, CDIP, CPC, COC, CPMA, CPCD, CPB, CPC-I

Betty is a nationally recognized health care consultant and speaker. She is an expert auditor and loves to help practices stay compliant and profitable. Betty’s philosophy is, “Physicians work hard for their patients and they should be paid properly for what they do.”

Betty brings over thirty-five years of healthcare experience to the table and has spent years on the “front lines” for practices handling medical billing, coding, claims, and denials.  She has also managed practices and directed health care system departments.

As a speaker and trainer, Betty brings a welcoming mannerism that her attendees relate to and enjoy. She brings humor and real-life experience to her educational sessions that allow her to ensure that everyone understands the training and has a good time. Betty has educated medical coders, managers, health plans, administrators, physicians and non-physician practitioners all across the country. She has co-written manuals on ICD-10-CM, ICD-10-PCS, and CPT specialty areas.  Her latest published books, Harnessing Artificial Intelligence (AI) for Health Care Practice Success: A Practical Guide and Paving the Way: Women Overcoming Adversity in the Health Care Field are available on Amazon.

Betty holds a Bachelor of Science degree in Health Care Administration and Management.  She is a Certified Coding Specialist-Physician based (CCS-P) and a Certified Documentation Improvement Practitioner (CDIP) through the American Health Information Management Association (AHIMA). Through AAPC she holds certifications as a Certified Professional Coder (CPC), Certified Outpatient Coder (COC), Certified Professional Medical Auditor (CPMA), Certified Professional Coder for Dermatology (CPCD), Certified Professional Biller (CPB), and a Certified Professional Coder Instructor (CPC-I).  Betty is also both a member of Sigma Beta Delta-an International Honor Society for Business, Management, and Administration, and Sigma Alpha Pi, through the National Society of Leadership & Success.  She is a former member and officer on the AAPC National Advisory Board and former council member on the AHIMA National Council on Excellence in Education.

Stephanie Barnes-Darby

CPC, CPMA, CHC
AI Medical Billing & Coding

Stephanie is a highly experienced Coding Compliance Auditor and Educator.  A proud military spouse with over 30 years in healthcare, she has spent the past 11 years specializing in coding compliance, auditing, and provider/coder education.

Stephanie researches coding guidelines and regulations, develops compliant coding policies and procedures, conducts thorough audits, and delivers targeted education and training. She brings particular expertise in pediatrics and dermatology, helping practices strengthen documentation, ensure regulatory compliance, and optimize coding accuracy.

Stephanie holds multiple certifications, including:

  • Certified Professional Coder (CPC)
  • Certified Professional Medical Auditor (CPMA)
  • Certified in Healthcare Compliance (CHC)
  • Certificate in AI Medical Billing and Coding (most recent)

In her spare time, Stephanie enjoys traveling with her husband and spoiling her grandchildren.

Annette Bush

CPC, CH-CBS

Annette specializes in retrospective coding audits and E/M education and training for healthcare providers.

With over 15 years of experience across multiple specialties, Annette brings deep expertise in FQHC billing, E/M services, behavioral health, family practice, and pediatrics. She is the owner of Bush Consulting Services and partners with CHCS to deliver high-quality auditing and training solutions that help practices strengthen compliance, optimize revenue, and improve documentation.

Annette holds an Associate Degree in Medical Coding and Billing and earned her Certified Professional Coder (CPC) credential in 2011. Recognizing the unique complexities of FQHC billing, she also obtained the Community Health Center Coding and Billing Specialist (CH-CBS) certification in 2021.

Today, Annette works hands-on with Federally Qualified Health Centers (FQHCs), training incoming providers on proper documentation standards, E/M coding, and compliant billing practices. Her practical, provider-focused approach makes her a valuable addition to the CHCS team.

Becky Strom

CPC, COC, MCS-P, CPCO
AHIMA Approved ICD-10-CM/PCS Trainer

Becky has over 38 years of experience in the healthcare field. She recently retired from Presbyterian Healthcare Services most recently as the Coding and Documentation Quality Assurance Manager and was employed by Presbyterian for a total of 21 years. In that role she led a team of certified coding auditors and clinical auditors whose role is to research coding guidelines and regulations, establish coding policies and procedures in compliance with those regulations, perform audits and provide education and training to the Providers and Coders throughout the organization. 

Current member of AAPC Ambassador Committee. She is a former National Advisory Board Member to the AAPC (2022-2024). She is a Past-President and Government Affairs Liaison to NM MGMA, Member of the Provider Outreach and Education Group for Novitas, and Member of the AAPC, NAMAS and AHIMA.
